Deaf and Disabled Telecommunications Program

The California Telephone Access Program (CTAP) distributes telecommunications equipment and services to individuals certified as having difficulty using the telephone. CTAP is a California State mandated program, under governance of the California Public Utilities Commission (CPUC) Telecommuncations Division.

Equipment and some network services are available at no charge to eligible consumers.

Our Service Centers are staffed by Customer Assistants (CAs) who assess the needs of consumers first hand and train them in using our specialized telephone equipment. Field Advisors (FAs) travel to consumers' homes and provide assistance with installation and set up of the telephone equipment, as well as training in the use of the equipment.
