Ms. Loyer has been a solo practitioner since 1997. Her practice focuses in the areas of Education Law, Disability Law (Discrimination, Disability Benefits and Civil Rights for both children and adults with an emphasis on Special Education (IDEA) and reasonable accommodations (Section 504). She represents students in disciplinary actions, mediation, fair hearings and all levels of negotiations regarding disability related issues as well as petition, appellate reviews in Federal District Court,, the U.S. Court of Appeals for the Ninth Circuit, and the United States Supreme Court. She was a senior, founding member of the Orange County Juvenile Court educational attorney panel for over 10 years. On occasion, her cases have received coverage in local major media outlets, such as the Los Angeles Times, the Orange County Register, PBS, as well as a national TV magazine. She has presented training seminars for the California Department of Education Office of Administrative Hearings ALJ bench, the Orange County Juvenile Court bench, the OC SSA, Probation Department and court staff and the Orange Count Hispanic Bar Association MCLE seminars. Prior to becoming an attorney, she was an educational consultant and trainer and a trained mediator. Ms. Loyer has over twenty years experience representing children with disabilities and public speaking. She also serves as a consultant/co-counsel on civil cases and family law cases where educational matters are at issue, claims against all levels of government entities including disputes related to the Brown Act and government employee pension plan disputes (PERS/PARS).
