Adult Care

The Adult Care Licensing Program licenses and monitors Residential Care Facilities for the Elderly and Continuing Care Retirement Communities.

The core mission of the Adult Care Licensing Program is to optimize the health, safety, and quality of life of adults in community care facilities through the administration of an effective, collaborative, and regulatory enforcement system that emphasizes harm prevention and proper and timely compliance.

There are 13 Adult Care Licensing Regional Offices located throughout the State. If you have any questions regarding Adult Care Licensing, please contact the local office near you or the Technical Support Program.

Child Care

Children’s Residential

The Children’s Residential Program has regulatory oversight of licensed facilities caring for minors, age 0 through 17 and non-minor dependents age 18 through 21 in out-of-home care.

The core mission of the Children’s Residential Program is to protect and improve the lives of all youth who reside in a community care facility through the administration of a transparent licensing system that is collaborative, fair, and supportive of families.  The roles and responsibilities of the licensing division include prevention, compliance, and enforcement.

The Program consists of one Program Office at headquarters in Sacramento, and five regional offices with seven local units throughout California.  The five regional offices are in Sacramento, San Jose, Riverside, Monterey Park and El Segundo.  The Program also includes the Foster Family Home (FFH) County Licensing and the Out-of-State Group Home Certification Program.
