The CPUC Deaf and Disabled Telecommunications Program offers:

Phones for specific needs
From the California Telephone Access Program (CTAP).

California Phones – Easier to hear, dial and call.
Amplified, portable, big buttons, and more.

California Relay Service (CRS)
Connects deaf, hard-of-hearing, and hearing people.

Captioned Telephone (CapTel)
Word-for-word captions and amplified sound.

Speech Generating Devices and DDTP
Application for Speech Generating Devices are Now Available.

Speech-to-Speech Service (STS)
Connects people with speech disabilities to others.

The California Telephone Access Program (CTAP) distributes telecommunications equipment and services to individuals certified as having difficulty using the telephone. CTAP is a California State mandated program, under governance of the California Public Utilities Commission (CPUC) Telecommuncations Division.

Equipment and some network services are available at no charge to eligible consumers.

Our Service Centers are staffed by Customer Assistants (CAs) who assess the needs of consumers first hand and train them in using our specialized telephone equipment. Field Advisors (FAs) travel to consumers’ homes and provide assistance with installation and set up of the telephone equipment, as well as training in the use of the equipment. Below, is a photograph of the FAs and CAs who are in contact with the public everyday providing these services.

They also offer ipads for speech communication on loan through a pilot program called Voice Options:

Individuals can participate in this program by visiting one of 10 Demonstration Centers operated by the California Foundation for Independent Living Centers in the following cities: Anaheim, Grass Valley, Los Angeles, Redding, Sacramento, Salinas, San Bernardino, San Diego, San Jose, and Santa Ana, or by  calling toll-free (800) 390-2699, or emailing [email protected].
